Holiday greetings to the people of Uzbekistan

Dear compatriots!

I sincerely congratulate you, dear ones, and all our multinational people on December 8 - the Day of the Constitution of the Republic of Uzbekistan, and express my deep respect and good wishes to all of you.

On this auspicious day, we are even more deeply aware of the place and importance of our Basic Law in our lives, which is the guarantee of all our rights and freedoms, peace and stability in our country, unity and solidarity, and irreversible democratic reforms.

Undoubtedly, the rules and principles enshrined in our Constitution, which is an expression of the political and legal thinking and high will of our people, serve as an incomparable source of strength, confidence, and inspiration for all of us in building a New Uzbekistan.

Speaking about this, first of all, in the example of our national parliament, which has broader powers and responsibilities, and the regional councils, headed by chairmen elected from among the deputies of local councils for the first time, and the makhalla institution, which is increasingly gaining in importance and influence in the governance of society, we see a practical confirmation of the constitutional provision that the people are the only source of state power.

In particular, it should be noted that this year our new parliament adopted laws on strengthening the activities of the courts and guarantees of citizens' rights and freedoms, as well as many important decisions on strengthening the atmosphere of friendship and solidarity in our country, inclusive society, youth, women's issues, protecting the interests of low-income people, reducing poverty, and preserving our national values.

Local councils are also actively working to solve urgent social problems in their regions. This is evidenced by the fact that over the past period, more than 25 thousand issues have been discussed and relevant decisions have been made, and about 14 thousand parliamentary requests have been sent to officials.

As a continuation of our reforms aimed at turning representative bodies into a true people's platform and voice of the people, from January 1, 2026, we will implement appropriate measures to separate the duties of khokims and chairmen of the Councils in districts and cities.

In short, we will continue to adhere to constitutional principles such as people's power, representative democracy, the Constitution and the rule of law, and continue our reforms in this direction even more resolutely.

Dear friends!

As you know, in recent years, ensuring human dignity, the rights and interests of the population has become more important than ever in our country. This year's holiday events, held on the basis of the noble idea of ​​"The Constitution is a guarantee of human dignity, freedom, equality and justice!", deeply analyze our achievements in this direction and set new and urgent tasks.

As we evaluate the results we have achieved in all spheres and sectors from this point of view, it is appropriate to note that, first of all, the principles of humanity and patriotism are embodied in them and that they are bearing fruit. If we turn to examples, this year the per capita income of the population amounted to $ 3,500, coverage in preschool education reached 78 percent, and in higher education - 42 percent, the average life expectancy of our people increased from 73.8 to 75.1 years, and other figures can be cited.

Great work is being done to fulfill the social obligations imposed on the state in accordance with our Constitution and to build a social state in our country. In particular, more than 1 million citizens have been lifted out of poverty, and the poverty rate has been reduced to 6.6 percent.

Our large-scale reforms aimed at sustainable economic development, ensuring a decent standard of living for our people, building a strong legal system and an open society are recognized by the world community.

For example, in 2025, Uzbekistan rose 19 places in the Sustainable Development Goals Index and was noted as the most rapidly developing country in the Eastern Europe and Central Asia region. In the Global Innovation Index, our country ranked among the top three countries in Central and South Asia. Uzbekistan's sovereign credit rating was increased by such prestigious international agencies as S&P, Fitch, and Moody's.

The fact that the prestigious international conference - the UNESCO General Conference - was successfully held outside of Paris, that is, in Samarkand, for the first time in 40 years, is also recognized by the world community as an important event.

Dear and respected compatriots!

Today, when our reforms are entering a decisive stage, we need to turn each norm of our Constitution into a criterion for practical activity in the life of the state and society. In particular, it is an extremely important task for us to deeply teach our youth the essence of our Basic Law, to educate them as highly conscious and patriotic citizens, owners of political thought and legal culture based on constitutional values.

Only on the basis of deep respect for our Constitution and laws, thorough legal knowledge and practical experience can we actively participate in the governance of the state and society and fulfill our filial duty to the Motherland and the people with honor. Only then will the life-giving power and creative potential of our Basic Law be more clearly manifested in practice.

I would like to sincerely congratulate you once again on this joyful day, when our Constitution, which is a symbol of our national independence, pride and honor for all of us, is honored.
